In a society, moral behavior requires a strong society influence, i.e. tradition. That is because most people simply do what they feel like doing and going against tradition makes people feel bad. Unfortunately, America places small value on tradition. In Europe, allegiance to tradition is still strong so it appears that they are more moral. But feelings make a poor foundation for morality.

Society is heavily influenced by just a few people of high moral principle. To be a moral person requires submission to a higher moral authority than ourselves. That higher moral authority can only be God.

I honestly don't know. Theocratic dictatorship (cf. Massachusetts in the 17th c; Utah in the late 19th) has already been tried here, and found wanting.
