Check out the movie "Traffic" directed by Steven Soderbergh. Although this seems like a bad answer, it really does explain a lot. It's a good movie too, definitely worth watching.

Demand demand demand.
Conspiracy nuts can say all they want about secret CIA drug promotions, etc. but that is just a copout for the major reason: DEMAND CREATES SUPPLY, SUPPLY DOES NOT CREATE DEMAND. It's basic high school economics.

The problem is that America craves stuff to make us feel better. Now you can argue the ins and outs of depression in a modern world, or the lack of adventure, or mixed up gender roles, or broken families, or too much TV, or whatever, but it does not change the fact that so many Americans simply want to escape their lives, and they turn to drugs.

On the drug trafickers side, all you do is study the borders, and then throw as much product as possible at the problem. Sure some will get snagged by the federales, but more will get through. Demand creates supply. and money makes the world go round

That would be almost as impossible as stopping birds from coming into America. There is a huge underground market for drugs. Where there is a market, people will get the product out. It is impossible, literally. We have two large borders... and thousands of miles of unmonitors coastline. There are airports, highways, and even the mail. There would be no way to do it.

Also, there is really no incentive for the United States to do so.

because drugs are big business for cartels and govt's....
without drugs being here, law enforcement agencies woul;d lose funding, have to lay off people. also, we wouldnt have the need for the big prison industry we have, many new prisons are built/operated by private companies. {{{ who owns stocks in these companies? the same prosecutors and judges that sentence people to them. these sentences guarantee profits for the corp.s that own and operate them}}}....
the courts generate additional revenue by giving fines along with jail sentences to people caught with drugs..
drugs will never go away because people want them and our govt has figured out how to use that to america's economic advantage
