Definitely got it backwards on the question, which is not a question. Rules can be bent (always are), but rules are made to be broken is the best "known" saying and thus why most of your answers to this were in some fashion of break the rules, don't obey the rules. So much for civilized man, eh?

Hmmm...I am wondering if you are confusing this with the cliche "rules are made to be broken". If so, it is often said by those who choose NOT to obey the rules and therefore would have us believe the rules are there for everyone but them.

Without rules no one would know what to do. If you play a game but do not follow the rules you can't really win. If you break the rules of the game why not just declare yourself the winner without even bothering to play?

Cheaters cannot win and Winners cannot cheat.

If we follow the rules everyone can understand and hear. If we don't follow the rules, everyone speaks or acts at once and no one can hear or see.

Rules give society a sense of order, otherwise we'd have chaos.Sometimes we find it necessary to make an exception to the rules.
