Shoot, they're specifically trained on how to obfuscate and not be specific while sounding highly specific. "Let me make it absolutely clear that I will state no definitive position to which I may be held accountable at a later date." and they're taught to not point but bend a knuckle at the camera, less threatening...and even if a question is a jab or a confrontation, they're supposed to say "thank-you for asking that" or "that's a verygood question and I think it brings up a littany of other points" which allows them to divert attention away from the original question...

I'd like to put them in little electric shock chairs and if they didn't answer straight up ZAPP!! LOL

Tickles me, that does. Along with "I'm very glad you asked that question," followed by something completely different. That's the art of the politician, I suppose, say what you want to say no matter what anyone has asked you!

It always prefaces (comes before) a lie. And if added " .... absolutely clear to the American people" what follows will be a huge lie.

Because they like to avoid the real direct question as it will lead to their flaws being present. It is rather annoying.
