Sounds like you have just discovered one of the many issues involved in doing business with China and Chinese enterprises.

For thousands of years, the Chinese civilization has struggled with unreliable courts and arbitrary decisions by persons in power. From this, Chinese business practices have altered to emphasize building trust and relationship slowly while making sure at every step that you are always adding value to the other person's enterprise.

When two businesses want to cooperate because both expect to profit today and for many years to come, their dealings will never land in a court or in front of an arbitrary ruler -- they'll quietly fulfill their agreements with each other and get on with things.

As Westerners, we need to be aware that the current regime's courts have almost never ruled in favor of a foreigner when the other party is Chinese -- no matter what the letter of the law says. There are always enough other laws and regulations which the court can invoke to get the desired outcome -- that Chinese shall be promoted over everyone else and the Party over all.

So what Westerners do is make a deal with a Western oriented (but locally owned) intermediary firm in either Hong Kong or Taiwan or Singapore and then let them manage the mainland aspects of the business through their already existing network of cooperating businesses.

It helps but is not strictly necessary if you speak some Chinese. [of course]
