If someone is asking you a riddle, I would say:

The one you don't get. :)

Another possibility is a ticket that you can get while not present at the vehicle, like illegal parking on no parking zone on a freeway, or obstructing traffic if your broke down car blocks traffic and you abandoned it (i.e. left it there without trying to move it). You would wind up with a ticket on your car, but you would not be there to sign it in that case.

Not sure if that was what you were looking for.

Now the State troopers give the option of signing and paying the tickect(as with anyother state).If you refuse to sign you could (and monst cases) be arrested.
How ever the ticket you don't have to sign is the one you do not get.
