I purchased a landlock property at a tax sale. Unable to sell it do to the land lock I have tried to gain access from the other landowner. He won't budge and is maintaining his land lock in the hopes the property will default back to tax sale. Can anyone help me break the lock so I can use or sell my land?

Contact the county planners. They have to force someone to give you access. It is against Federal law to lock in property and deny access. Ranchers used to do this all of the time, and it was outlawed long ago. Usually you get to put in a 12 foot wide road. All costs of the access fall on you, not the egress land owner.

Plan on it taking a couple of years to straighten out.

Is there no other landowner next to your land that you could reason with? Why didn't this guy buy the land in the first place if he wants it? I would continue paying for it, in hopes that the laws will change. Contact your state politicians to see if they will put it under consideration. You should have a right to access your land.

Consult with a local real estate attorney. In most jurisdictions you CAN break a land lock and gain access to your property.

He doesn't have to give you easement or sell it to you that is why landlocked land is so cheap.
