Phoenix varies so widely. Because of all the sprawl and superfast uncontrolled growth, there can be really good areas right next to really lousy ones.
For example, my home is modest, but less than a mile south are some serious ghettos, and a mile west is an expensive and classy shopping area. There's a golf course literally across the street from me, but I don't go in my local Circle K unless it is an emergency.

Resale value depends on so many factors no one can give you this answer except a local realtor. It varies based on floor plan, amenities of the home and the neighborhood and the actual neighborhood itself. The exact same house, 5 miles apart are worth different amounts.
Look at what homes in your neighborhood are selling for. That is the only way to get a real indication of what homes are worth.
