Not necessarily, dogs can commonly suffer from false pregnancies with mammary gland development and milk production.
It is thought that it developed as a survival mechanism in the wild where one ***** can help raise anothers pups.
If you are sure she has not been mated it is ok to let the milk disappear naturally. If she becomes mopey and starts driving you nuts carrying toys about and making nests she can be given hormones by the vet to help reduce the symptoms.

Well it sounds like it. Has she been around other male dogs and are you trying to get her pregnant? I would definetely take her to the vet to get checked out.
