Could be they want to check her HCG levels, the hormone of pregnancy, as it is more accurate than urine tests and, if taken more than once, it can show if the HCG levels are rising the way they should.
Could be they want to run her prenatal bloodwork. How many tubes did they take? If they took a gagillion, seriously like 8 to 10 vials, then it's just routine prenatal bloodwork.
Just have her ask -- they'll tell her why they wanted to run the blood. If not, change doctors.

Urine tests can show the right hormones, but are not the most conclusive. The doc may be worried about a false positive, and is doing the blood test to back up the initial results. Plus, the blood test can more accurately determine how far along she may be. Sounds like the ultrasound was too early, but with a urine test, she can't tell how early. It's probably just to get a more accurate guess of how far along she is. Don't freak out. Blood tests during pregnancy are very normal and very numerous.

You didn't specify what blood work. they might be running another preg test to see if she is still preg. Or just checking hormone levels to see how far along she should be. I wouldn't worry too much yet, like you said yourself she is not far along enough to see on ultrasound. So i'm sure it's probably ok!

Ask. It may be to check her for sexually transmitted diseases..it's usual to do an HIV test on Mothers to be nowadays. BTW, I once had a scan where nothing showed up and I also had blood tests done that day...I dont know if the two were related...better ask.
