Circumcision is the cutting and removal of the foreskin that covers the end of the penis. You would know if he was not circumcised because in order to see the entire head of the penis, you would need to pull the foreskin back. A circumcised penis has no loose skin that comes down toward the head and can be pulled back.

wifey - you'd be surprised how much ignorance is out there especially if this a woman who's parents did not believe in sex education.

If you do a search on circumcision I am sure that there will be pictures of the difference in appearance between a male that has not had it done versus a male who has had it done.

1) Ask him
2) Look at it when soft, if the head is fully exposed, chances are he's circumcised
3) Go to Wikipedia and other sites to look at pictures of intact and circumcised
4) Give him a handjob and if the skin slides all around and over the head and back he is probably uncut

Its a practice in which the foreskin of the penis is clipped soon after one is born. If he has this done there will be a line around the shaft of the penis. If not there will be foreskin covering the head that tapers off in the end. It does not effect anything besides the look however. (Sexually) Most men have had this done, its common after birth.

Jill's answer is correct. If you have not seen your bf's privates, but you are concerned about whether he has had this done, you will have to ask him, or ask his parents. All Jewish males have this done as part of their beliefs, but if he's not Jewish, you will just have to ask.

If you don't know what it is, why are you looking at his penis to begin with? Most adults (IE people that should be having sex) know what this is.
