I have a 1992-1994 Briggs & Stratton 3.75 hp pushmower that the revs are cycling up and down (every 2 seconds) after about a minute of starting. I've cleaned/replaced air filter, changed spark plug, removed carbon deposits from cyclinder head and replaced head gasket. Any ideas?

Most likely it is the carburetor. Your engine has a diaphram type carburetor and it needs to be cleaned and a rebuild kit installed. The engine is starving for fuel and the governor is keeping it running. That is the cause of the rpm changes.

Take your air filter off. There should be two springs connected to the carburetor, a big one and a small one. The big one is the main throttle spring (don't need to bother that one) The smaller spring is also connected with the other spring on the carburetor (that's the one we need to adjust) the other end of the smaller spring is connected to a piece of metal sticking straight up. With a pair of needle nose pliers carefully bend this metal to tighten up the smaller spring just a little bit! (not much at all) Best done with the engine running (but be careful of the blade) This smaller spring is the anti-cycle spring. It keeps the engine from "Cycling"
