You cannot prevent them from downloading files, pictures, music, video's, programs, etc. Technically, even when even viewing webpages, you are downloading all of the content to temporary files. The thing that 'limited accounts' and 'guest accounts' does is it won't allow them to INSTALL programs (which is very helpful) or make big changes that will affect the whole computer or anyone elses' contents. The 'mirrors and walls' seperating accounts in Windows (both XP and Vista) are not very good because others can still see some content in 'private' areas (content such as pictures, videos, and images of files left in WMP and in 'recently changed' folders.

Still. making yourself the administrator and everyone else as 'limited' accounts, is your best bet at stopping them from installing programs and having some control

Open the Control Panel and then click User Accounts. Choose your account which should be Admin and give it a password. Then open either the guest account or create a limited account for the others who use this computer. With limited accounts you can control what others do, weather or not they can use the web, and weather they can download or not. ETC.

If you must let anyone else use your PERSONAL computer (not recommended), you should set up a Guest Account for them with limited privledges. Go to Start > Control Panel > User accounts > pick an account to change > Guest. Not only will a Guest Account keeps your data safe from prying eyes, your computer will also be more secure as it will not allow download of programs by others.
