You could take a gray sweat suit and glue on black felt stripes. You could draw a tail with a big black marker. If you can find leftover Halloween makeup, you can do a black mask on the face.

Get a set of grey or light brown sweats. Draw the stripes with a fabric maker. For the tail, go to the fabric store and buy felt (by the yard, not the little squares) and cut out a tail. Draw the stripes onto it and pin it to the bottom of the back of the shirt. For the mask, if make-up isn't a good choice, cut out a mask shape from the leftover felt. Cut two and glue them together, using plenty of glue because felt isn't very sturdy. The glue will stiffen it so it can hold the elastic band that holds it onto the wearer's head. Poke holes in the edges and tie an elastic strap through them. You can buy the elastic cording at the fabric store for about a dollar when you buy the felt.
