How do you speak another language in WoW?

For example, if you're a Blood Elf and you speak in chat, it usually is in Orcish, the language that all Horde can speak. How do you speak Thalassian, the Blood Elf language in chat. I've seen people do this on both Horde and Ally side.

Click the little chat bubble (I think that's what it is) above the arrows that let you scroll through your chat text. There's an option to choose there. Keep in mind, however, that only other Blood Elves understand Thalassian, so no other Horde race will be able to know what you're saying.
