seems like there's some fighting going over the north pole! Although more than 130 countries are participating in the convention, there are only eight countries concerned with the Arctic region: Denmark, Norway, Sweden, Canada, Russia, Finland, Iceland and the United States, all of which have signed. But signing is not enough — only countries that ratify the Law of the Sea can submit a claim to the United Nations.

Nobody. It's in international waters, and sometimes the ice under it moves or melts completely. You don't need a passport to either sit on the sea ice over it, stand on the freezing cold ocean bottom beneath it, or to just weigh anchor in a boat if it's a warm year. There have been more and more warm years recently to the point where it's no longer alarming if the pole has thawed...
