Wow, I can certainly understand why you would need a site like that especially if you are not a native English speaker. It's certainly hard enough for native speakers of English to understand Shakespearean English. You have to understand though that Shakespeare wrote hundreds of poems and your not likely to find a site that explains each one in detail. When you say "winter" do you mean his poem "Blow, Blow, Thou Winter Wind"? or "The Winter's Tale"? There are also many sonnets that are about winter.
