I know most sweeps are 1.5", I was hoping to find a longer one, or an idea (other than buying a new storm door) to extend the height by 4 inches.

No (after years in a hardware store). The only way is add part of the distance with sheet metal or plywood and then add the sweep to that. Unless you want to work with leatherette or awning material and triple fold it for stiffness and make your own sweeps.
You could also mount the door lower and put a wood strip across the top and a standard flap on the bottom.
