Example: I have a book which reminds me of old sayings like "Look before you leap" So, I spend my day thinking twice about what I do. It might be slowing me down or it may be appropriate.

This source is oriented towards, be patient, persevere, remain calm, don't be hasty, act when the time is right, and so on. I pick a saying at random.

How can I measure the usefulness of this thing in my life?

I think I sort of understand where you're coming from with this one. Not always does advice give you the results you're looking for but does it mean it's not helpful...
In respect to patients the answer is always yes. The problem with patients it rarely produces immediate results but I stick to it because I know eventually it does. How do you measure the effectiveness of things in your life... You keep evaluating it from time to time. If it's not producing results ask yourself how long do you want to keep trying it before you call it a failure.

Only you can determine the usefulness of these random sayings in your life. Keep in mind that their usefulness will change as you change and grow. I would ask you two things; 1. What are you trying to achieve by trying to apply these sayings to your life (specifically, what is it about yourself that you would like to improve/change, and in what way(s) are you not satisfied/happy with yourself and/or your life?), and 2. Why look for the answer to that question from some external source? I believe that each of us has an unlimited depth of self-wisdom and brilliant insight, if you really listen to yourself.

Balance is important. Extremes can be unhealthy. It's good many times to be careful. But that doesn't mean we need to be extremely slow in making a decision. Opportunities can be lost if we are too careful or too slow. A good example would be when a man likes a woman. If he waits too long, he may lose his opportunity.
