Yes they can and it happens more often than you might think. However it mainly tends to be for longer periods of time or due to research.

For example say there is a really good exotic cat here in the states, they might fly over to Asia and stay for a bit helping as well as learning with their vets on a tiger project.

Many vets will also fly to other areas of the world and more or less donate their time to help out a park/rescue center/etc that is need.

I have also know a vet or two that has spent a few months traveling to lesser areas of the world to help teach their vets better care.

Some vets will also travel due to strange cases. For example say one zoo has a sicks species of rare rhino. Other zoos that have that animal might send their vets to not only try and help but to learn incase their rhino gets the same illness.

If the veterinarian is from a country who's native language is English, and the veterinarian is willing to teach English for a living the veterinarian can.
