With fluorescent bulbs (like energy-saving bulbs and those long strip lights you tend to see in schools/hospitals, the total surface area of the bulb is very important - the more the area, the more light can be emitted.
The glass also always needs to be a certain distance from the filament (the metal wire inside) so the best amount of fluorescent gas is 'lit up'
The most efficient way of lighting the room (the way that needs least energy) is to have a long thin tube of lighting (like in schools/hospitals), but coiled around into a tight shape (so a lot of light comes from a small space)

its because they are a miniature tube light, they need to be connected to a power source at both ends of the tube to excite the atoms. a tube light contains a small bit of mercury and an inert gas, typically argon, kept under very low pressure. The tube also contains a phosphor powder, coated along the inside of the glass. The tube has two electrodes, one at each end, which are wired to an electrical circuit, this excites the atoms and makes it glow. so they must be in a u shape, you see very easy!
the more light you want form them i.e 40w, 75 w the bigger they are, that's the downside of low energy bulbs.

i have no idea but have wonderd this my self ..they can be annoying because they are so long they sometimes don't fit into lampshades nicely or stick out ,,,
