On a Windows platform (and in most others as well) I don't believe it really matters. Though I would suggest the following through long years of experience.
1) Install in the base software required. In this case,
Apache HTTP Server and Java
2) Install the Databases or MySQL
3) Install the middleware products or Apache Tomcat.
4) Verify each component after each step
5) Integrate Apache HTTP Server with Tomcat
6) Integrate Tomcat with MySQL.

This should apply for all platforms not only Windows.

No matter the order since you would want them to work together, Apache-Tomcat is separate from vanilla Apache HTTPD and this vanilla HTTPD is not needed.

Between the orders, put Java first before Tomcat, otherwise don't matter MySQL/J driver is a pure Java pluggable file, Tomcat is a purely portable JSP web server, Java VM itself is also portable between Linux systems.

if u wish to install apache n mySQL seperately, u hv to do a lot of configuration before u can start. but you can install apache n mySQL using Xampp software. try to browse n find this software. it is easy to install n both apache n my SQL will be installed automatically..try it..=)
