Sheikh Mohammed bin Rashid al-Maktoum is the chief executive officer of Dubai. A veru disciplined and visionary leader of Dubai. He only ascended to power last January after the death of his elder brother, Sheikh Maktoum bin Rashid al-Maktoum. But he is widely credited by every "national" as the man with the vision to build, in the words of a businessman, "the first modern Arab metropolis in history".
As far as the Arab world is concerned, General Maktoum (he's also the UAE's minister of defense) has certainly been wise enough to warn his neighbors to clean up their act. He was not referring to George W Bush's now defunct (see the Iraq quagmire) "Greater Middle East" enterprise, but to urgent economic and social liberalization.
The UAE obviously has a crucial asset that escapes, for instance, both Syria and Egypt: oil. But the key point in the overall strategy was to liberate the Emirates from oil dependency and diversify the economy (a lesson for Saudi Arabia). Oil production in the UAE has fallen by more than 30% since 1998; but at the same time revenues from oil and gas exports are now only 37% of the budget. Dubai will run out of oil by 2025; the UAE as a whole only by the end of the century. The "diversification" may have been one-sided so far - it revolves around tourism, real estate and commercial projects. But it has worked.
To see the flesh and bones of globalization exposed, it just takes a drive toward the western border of Dubai, site of the largest man-made harbor in the world, a monstrous, 7-million-containers-a-year, 24/7 operation even when, as next month, the average temperature is an unbearable 50 degrees Celsius, humidity is 90% and seawater is 38 degrees. Just on the other side of the harbor are the US carrier battle groups that usually stop by, the vigilantes of the Persian Gulf. The whole port system belongs to the ruling al-Maktoum family, who devised the master plan to make Dubai a worthy rival of both Singapore and Hong Kong. Dubai Ports now operates harbors in China, Hong Kong, Australia, South Korea, India, Yemen, Djibouti, Saudi Arabia, Romania, Germany and Latin America, and is itching to take over the harbors of southern Iraq.
So Dubai is not really a city-state: it's a family business (only five families control the whole UAE). It's a bit like Singapore - or even better, a fact confirmed after a recent visit by Singapore's resident Confucius and founding father Lee Kwan Yew.
Behind CEO Sheikh Maktoum are three technocrats responsible for what is called Project Dubai. The trio have their offices in the sleek Emirates Towers - constantly voted the best business hotel in the Middle East.
Mohammed Al-Abbar is the head of Emaar - an enormous real-estate corporation with business interests throughout the Arab world. Abbar was a keen student of the Singaporean model. He's the man who translated Singapore to the Gulf.
Sultan Ahmed bin Sulayem manages the Nakheel construction conglomerate. Nakheel develops humongous, wow-factor-targeted projects such as the artifical Palm Islands and the artificial archipelago known as "The World" - the epitome of the global gated-condo craze.
Mohammed al-Gergawi is the political mind of the al-Maktoum family. He is the man in charge of strategic long-term projects - such as the positioning of Dubai as a major global banking and service center, media hub and leading center for medicine.
The way things get done in Dubai could be interpreted in the absolute majority of the bureaucratic-afflicted developing world as nothing short of a miracle. Usually there's an invitation. Then the next day a cluster of businessmen gets together - at the Emirates Towers. A sleek presentation then details the next megaproject - be it the new, expanded mega-airport, the world's tallest skyscraper, the largest artificial island, a new mega-mall. Dubai gets down to it, and sooner than anyone can count how many cranes are working at the site, the project is completed.

I certainly agree with male 1976. The credit goes to the late Great Ruler Shk Zayed Al Nahyan whose leadership is being continued by his son and now Ruler Shk Khalifa.
But the question asked is the staggering 13% economic growth rate being experienced by the UAE. If we are going to decipher the actual contributions of the 7 Emirates we shall agree that only the AUH and DXB who contributed the majority and we have to understand that although the basic economic framework was laid by the elder late rulers, we have to justify that the manifestation happened during the rule of the present rulers.
One of the best measurements of the economic index is the performance of the Financial Market and the diversification of the economy. Dubai Financial Stock Market clearly outpaced and outperformed AUH and besides, Dubai has also diversified and no longer an oil-based dependent economy, which is not true for other GCC Countries including AUH - who still the ecomomic engine is oil driven. And to transform the stock market performance and diversification index into percentage of economic growth, I would say Dubai has contributed on a much higher level than AUH. Hence, I have presented Dubai as the prime mover at this moment.
However, with the oil prices and the trend of all petrochemical products is set to dominate the world economy, Abu Dhabi will be the major factor in the whole UAE economy and its growth being still an oil-based economy. Economic growth might even surpass the present rate and could register a monstrous 15% - but it is yet to come. So for the moment - I am giving credit to whom credit should be given.

im not going to respond to the stupid ugly grudge hateful answers to you question .
however id like to tell you that i believe the your question is the best question i have ever heard in this category ( UNITED ARAB EMIRATES ) . and my answer can be as long as mister ( willie ) answered.. i like his answer alot but ...
his answer is just half answer to me. The full answer consist of 2 parts half of it is the (sheikh Rashid bin saeed almaktoum former governor of Dubai and the president deputy) and the other half is( sheikh zayed bin sultan alnayhan former president of UAE and governor of Abudhabi) .
those two great persons are the secret of this prosperity ( after the will of god ) those two persons built the basics of this
prosperity , youll notice his highness sheikh Mohamed bin Rashid always talks about his father and says quotes from him and also sheikh zayed (sheikh zayed was like a father to him ), they both were to him as the light to follow and inspire by ..
sheikh zayed built the political power of UAE and also a good and advanced military force which means stability and safety to UAE, and without those 2 factors most of the prosperity in dubai that you see would've not happen ...!!!!
in the other hand without the wisdom and the mind of a smart and successfull business man like sheikh Rashid bin saeed almaktoum former governor of Dubai and also his son the current governer if dubai his highness shiekh mohamed most of the prosperity would've not exsit !!!
you see those two factors are very important togather. Stability safety and Economy, Abudhabi took on its shoulder the expenses of building this army and the forigen affairs also the educating and health which saved alot on Dubai , so dubai most efforts is on Economy , so this great Economy and prosperity in Dubai reflected positively on all UAE in general !!
and mister ( willie ) only saw the half of the facts ! because he lived in dubai only . he knows the economy parts , but certainly he didnt look at the big picture, but me as a citizen i know the whole truth ...and i dont blame him .
people like Al Abbar and al Gargawy were trained and educated basically by his sheikh Rashid and also his sons mohammed and maktoum and i mean by the expenses of the goverment of Dubai , they were prepared for this responsibility , also in Abudhabi is the same thing is happening , but the beginning of this success is from the first leaders whom started this successful country they are two persons as I mentioned in the beginning of my answer
