Write to Yahoo , why you're account should be reactivated .
If you're lucky they'll do it.

If it was deactivated because it was inactive,just sign in & click the reactivate link.If yahoo deactivated it for other reasons I don't have a clue.

click reactivate but all your emails get deleted
