While there are various tunnel softwares available that do work well and bypass the Etisalat proxies and blocks, it is illegal to do so.
Skype has been blocked because the UAE monitors all communications (fax, internet, phone...etc) and skype refused to allow Etisalat access to the code so that the comms could also be monitored.
With this in mind, it is interesting to note that yahoo, live and google still work...
PS to those others answering the post, PLEASE don't mention the softwares used, or etisalat will block access to their websites too.
PPS The blocking itself is ordered by EMNET the company that controls and probably owns, Etisalat, Du and the freezone one too.

skype the software itself is on and you can just download it from any secure website and use it .. skype.com is blocked
anyways .. if you want skype the software then download it from download.com and enjoy =)
