Go to the police and get the papers.. u have to state why u need it. it has to be a long list and good reasons

Go to the Main District court file one, usally you must have a good reason and it must be something common or else sometimes they are bitchy about it

Going to the court house with evidence that you need one, they give you a tempory one, and set up a court date. then you go befor the judge and he decides whether or not you get one...
