Assuming I have a lighting fixture which uses FOUR 500W halogen lamp.

Is it possible that the power rating of the lighting fixture be at 450W? or can the electrical power be summed up to 2000W?

If possible, please quote a source for your answer. Thanks.

Assuming a normal design for such a fixture - 4 bulbs in parallel across the power line - then it would be 2000W because you just add them together. That's the way it's done.
If the bulbs were arranged in series parallel, the fixture would draw less than 2000W, but landing on 450W seems impossible. Maybe 3 parallel bulbs with one in series, nope, that would be 375W
