i have a turtle that has webbed back feet but the ones in front are similar to a land turtles , it has a red circle on its neck , long tail , yellow undercarriage . possibly a pond turtle , definitely not endangered and is about 1 foot long or so..... and hisses.

It is a red-eared slider if:
-Each scale of the belly has a large black spot
-red-spot behind eyes
-jaw is rounded

It sounds like you have a male. The hindlegs are made for swimming and the front legs are made for grasping onto the female when mating.

there are alot of possibles here, it could be a slider, which are commonly found in the south and southeast us. a snapper if it has a long pointed beak. anyway, dont try to keep it, captive turtles dont usually do well and usually have all kinds of bacteria on them that can be harmful to humans.

You should either post a photo, or look in a field guide.
The turtle cannot be conclusively identified from your description.

quite possibly a red eared slider.
hard to tell from descriptions without a picture.
