A confederacy would be the closest to it if it is a democracy, it would be like the US government before the Constitution, or the present day government of Switzerland, a democratic country that's an association of states/provinces, and the federal government has little power. The feudal system in Medieval times was made up of countries ruled by kings, with dictators called "lords" running and officially owning the area that they had rule over, that could also be it.

Remember, in the early days, Congressmen were the only Federal positions elected by popular vote. The President and Vice President were elected by the Electoral College, and Senators were appointed by the State legislatures.
