There is only one way, and that is to ask them. But you have to be pretty bold and potentially tactless to do so.

If you mean how can you tell if they are? You cant. Unless you want to come out and ask them. Or go snooping threw their things, like their room looking for condoms or something like that, but even that doesn't mean they are actually sexually active.
