We think because we have reasons to. Reasons/ problems/ desires/ needs/ new observations or discoveries are the stimuli for the thought process. Aimless mental activity is not thinking.

"Our two minds .... One is an act of the emotional
mind, the other of the rational mind. In a very
real sense we have two minds, one that thinks and
one that feels" (Daniel Goleman, Emotional
Intelligence, Bloomsbury Publishing, London, 1996,
page 8). This rational mind is also called the
faculty of logic and reason.

The Upanishads say that these two are opposite in
nature. Modern psychologist also have observed it,
but they are not very sure about it:

"At the same time, reason sometimes clearly seems
to come into conflict with some desires (even
while not being in conflict with others) giving us
the impression that reason is separate from
emotion".

http://en.wikipedia.org/wiki/Reason

The emotional mind is the subconscious mind. The
rational mind is the conscious mind. Persons in whom
the emotional mind works dominantly accept many
things without asking for reasons.

Reasons are derived from thought so thought for sure comes first. When reasons become excuses and/or blame we are thinking too much and need to make the mind become still. Once we are able to move the mind out of the way its much easier to see the way.

We think to reason out our doubts, thinking is in some basis ways what makes the world turn, even forming a question and searching for answers is thinking.

Well without thought we cannot formulate reasons, but we formulate thought from emotional stimulus (reactions) to life around us.
It depends what could be considered a "reason" in this case. Is this a broad spectrum?

we think because we have reasons.

we have a reason for everything we do and every opinion we have. but it's when somebody else asks us "why?" or when we ask ourselves "why?" that we get into thought. we know our reasons... even if we aren't completely conscious of them, we have them. but we may not realize it until we challenge ourselves to sit down and think about it. after analyzing things, our reasons may change. but i believe that reasons come first, then thinking, then reasons again.

Reason and thinking are co relative terms and are overlapping also. We think and hence we have reason is one thing but the animals have also power to think but have no 'reason '[view with rational angle]We not only have reason but we 'listene to reason' also . It means we have power of thing and applying it according to reason. The word reason is noun and verb also.
One point to d-r-siva.
