Copyright is free and automatic in any country that subscribes to the Berne Convention. However legal actions against infringement will require that the work be registered. So, yes free copyrights are legal, but you don't need to go to a website to get one, that part is just a scam. Second, registering at a website gives no special legal standing, it needs to be registered at the copyright office for your country. or any author can register their own works at the Library of Congress irrespective of citizenship. That is not free.

I don't know about them, but if you go to www.copyright.gov you can do it all yourself, and just pay the fee to file it.
