I'm playing Sims 2, and all of a sudden I go to quit and the "save", "neighborhood" and "quit" buttons are all un-highlighted, meaning I can't click on them and therefore I can't do anything to get out of the game.
The game has always worked before -- it's not like this is my first time playing. But it's really odd -- and I can't think of any way to exit out of the game other than shutting down the computer (which I would rather not do) or shutting down the game with ctrl + alt + del (which may damage the game, wouldn't it?)
Does anyone have any idea why I can't click on "Save" or "Neighborhood" or "Quit"??

No it won't damage game. You should close your game by using this method instead of shutting off or rebooting.ctrl alt delete gives the chance to end programs on your computer that are still running . If you read your manual it explains how to do this.

Are you in a home lot, or a community lot? Most of the community lots won't allow you to leave unless you have your sim go home first. If you're on a home lot, then I don't know what's going on. If you ctrl-alt-del to get out, it won't (shouldn't) harm your game (I've done it several times too), you'll just lose any progress that hasn't been saved.
