Waxing really is the best way but if you don't want to do that, I would suggest putting alcohol on your unibrow b4 plucking. The alcohol works very well to dry the area out and make it easier for you to grip these fine hairs without them slipping through the tweezers. Also invest in a good set of tweezers --like maybe $8 or $16. They tend to be slightly more effective. Also if the hair is almost too short access, use your fingernail to sort of dig the hair from under your skin and then pluck it.

Your hair growing has nothing to do with your having cut or shaved it. Hair grows because it is genetically programed to do so. As you age, hair will appear in places you never thought it would be, so get ready for it. This includes faces, ears, noses, backs, fingers, toes and of course the famous uni-brow! As to how to get rid of the uni-brow. Shaving, plucking or waxing are the three cheapest ways. Shaving can be done daily when you shave your beard. They actually make these nifty little shavers you can find in the girly area just for this endeavor. Plucking, done with a pair of good tweezers by one's self lasts longer. It usually takes a few weeks for each individual hair to return. Be warned though, that as you pluck you will never get all of them at the same time, so it will seem as though you pluck all the time. You can have the brow area waxed at a salon, it lasts about 4 to 6 weeks. This is I might add the most painful, but quickest way past the pain. Many women choose this method. Your barber should be able to do this as well. The only permanent method is done by a dermatologist, it is called electrolysis. They have a nifty machine that will do the work for you instead of all the above. Be warned however, it is expensive and it uses a bit of electricity to zap each hair. I have heard it also is a bit painful! One way or the other, you have now entered a new stage of life. The hairy one:) Sorry there's no good news but everyone is in the same boat to one degree or another!!

Well if they are almost invisible then I wouldn't worry about it. You can use hair removal creme but a lot of people are really sensitive to that stuff. I'm not sure there is any other pain free way of removing it besides shaving, which I wouldn't recommend unless you want stubble.
The best way to remove unwanted eyebrow hair is by either plucking or waxing. If it is hair between your eyebrows, then waxing really is the way to go.

My husband had a unibrow when I met him.
He just shaves his face, and the space between his brows, every AM. Works well, looks good. [ he's been doing it for
27 years now! ].
You could also get a magnifying mirror, and a good pair of tweezers [ try Revlon - cheap but good! ] to make plucking easier.
Do it after a shower or bath, so hair is soft and pores are open.
Apply toner after to close pores.

I like how you wrote WITHOUT waxing and shaving, and everybody is telling you to wax. Waxing is nasty and if you don't do it yourself, you usually go to a salon, and the wax is filled with horrible bacteria. You can actually have your hairs bleached, all that will do is bleach them so that nobody can see them. You pick up eyebrow bleach for like 5 bucks at your local pharmacy. But other then that, there's really not much you could do! Sorry! =)

The onlt thing you can do is wax, shave or tweeze it. The only other option would be to bleach it, but your best bet is to wax it and eventially over time, the waxing will thin it out and make it less prevelent. Happy waxing!
