You sound particularly upset by the behavior of marketing departments, and you sound perceptive enough to see that there is an annoying game going on here.
They want you to hand them your money, and they are trying to manipulate you into doing so.
We perceive the title of #1 as something special, rarely attained, scarce. People will pay tremendous amounts of money, time and devotion to see or acquire something of such quality. They will also walk through this fire just so they won't be caught outside with the have-nots - and abandoned by the inner social circle of the haves, those who have seen the movie. Furthermore, others fear the embarrassing realization that seeing some movie would be a big mistake: they've just sacrificed their precious time, money and social status to watch a clunker. The #1 voice-over is an attempt to reassure them - give them a feel-good stamp of approval - that these potential viewers are not making a mistake. Good question!

It's advertising. Even the part of the movie preview when they ask people how the movie was is advertising. Of course they want the movie to sell, so they stretch the truth just to get it done.

1. a TON of reviews get done for every movie, so the marketing people just pick the reviews that sound the best
2. a review is just one person's opinion & that opinion may be "number one"
3. number 1 what type of movie?..... number one action movie, number one romance movie, number one comedy.... You can actually have quite a few number one's a year

To pull a bigger audience. For example, right now the number one children's movie is "Bee Movie" because it's the only children's movie out there. So technically it's true, but it's only true because it's the only movie of it's genre out there.
