Let's say you have NO money to spend on Christmas...-You can STILL give the people you love the "Gift"- of your Time!!! If you have a friend who can't afford a babysitter- then give them a Card good for ONE FREE night of Babysitting! (Hey- that's worth 20 Bucks nowadays!). You can give your Brother a card for a free "Favor"; another one to your Mom for a Freebe Housecleaning; maybe your Dad really needs his car washed or vaccuumed out... EVERYBODY has "Issues" with Time or $$$ that you can help them out with in some way- just think about what they'd LIKE- & give them your Help for Christmas... And if you do a GOOD job doing what you Promised- they'll REMEMBER your Christmas "Presents" for a LONG time... :)

I wouldn't do gift cards because then people know exactly what you spent. It is better to give an actual gift. Things that are handmade show that you care about a person enough to spend your time, more so than your money.
Here are some ideas for you:
Christmas Cookies in a nice tin
Candy
Chocolate Covered Pretzels
Candles in a Jar
Beeswax Candles (no melting wax needed)
Handmade Soaps
Note cards - made with scrap booking supplies

i dunno if this will help but every year i go to ardene's and but picture frames or really cute notebooks you could try it they're are pretty and very cheap like some of them are even under $3.
