The only way one could answer this is to define "good".
Since totalitarianism can't ever be good, and only the US and a few small countries ever had anything else, then the best period would have to be lived in a democratically elected country.
Assuming the United States used to be the best country but lost its rights-based constitution in 1994 and was on the way to losing it in principle after 1902, this sets up a choice. the 19th Century--without a lot of technical equipment, machinery, etc.--and the 20th Century with increasing amounts of equipment but a gradual loss of rights.
I can narrow the choice more. Before railroads was too primitive, so we're talking 1860s on to 1902; and the 20th Century was no good after 1964 and lacked technology before about 1930.
That leaves as decades: 1860s, 1870s, 1880s, 1890s,
1900--1920, 1910s, 1920s, 1930s, 1940s and 1950s.
Ten decades. The 1860s had the Civil War and the 1890s were full of anarchists throwing bombs. The 1910s had WWI,
The 1950s had only five years of reason. The 1920s had Prohibition, the 1930s the Republican-caused Depression
That leaves 1870s, 1880s, 1900--1910 and the 1940s.
The seventies had big scandals, the Teapot Dome affair and more unrest. Th 1940s had WWII and HUAC.
That leaves 1900--1910. Perfect, no. The best? Yes.

the 40's. people in this country would fight and die for it and for any other that was in peril. back then we all still remembered that we came here for a reason and we would do what we had to to protect our dreams of freedom and our hopes of freedom for our homelands.
