What makes certain electric guitars have a better action than others?

For example why does playing a stratocaster feel so easy while when playing my yamaha pacifica, i can't hit notes with the same kind of accuracy?

One might be set up differently than the other. Get the Pacifica guitar adjusted and it should play just fine as long as there are no problems with the neck. It also makes a difference if the strings are the same gauge, and how old they are.
