That's when the church gains political power and forces it's dogma on the citizens. Examples: Catholic church during the middle ages, Taliban now, What the fundies want to do in this country.

the answer is because God gave humans free supposedly so in turn, he can not force us to believe one way or the other but just try to influence you one way or the other

I have really negative associations with the words "religious police". I think of radical/militant Christians (i.e. Jerry Fallwell), Nazis, and radical Muslims (i.e. the Taliban)... Generally they scare me. I think most of these people have very little to do with Gd.
