My dad is employed at a celebrities ranch and hasn't been paid his wages in over four months with no excuse except that "payroll is on its way". Can he claim penalties for the delay. I can't find anything on the internet except penalties for delayed wages when an employee quits. That's not the case since my dad continues to work out of loyalty.

probably, although it depends on the state. in california, for example, the statute sounds like it only deals with wages that are paid when the employee leaves, but it's actually interpreted to mean that any late wages (even if the employee is still employed) result in penalties. most states have pretty strict laws on timely payment of wages. try calling your state's department of labor (they all have some equivalent of this) for information - they might send out an investigator even.

Depends ENTIRELY on the relevant national / State law, and you don't say where it is.
