No, you're right, there's nothing wrong with changing your mind (or your vote) when you learn something new about the subject at hand. And btw, when a legislator says they voted for something and then later voted against it, chances are they switched not because they can't make up their mind, but because the bill changed in committee and unacceptable changes were made to it (e.g., an abortion-restriction bill was sent to committee with provisions for the protection of the mother, but came out without them). The only reason "flip-flopping" is now considered a bad thing is because the Republicans have been using it as a propaganda issue in campaigns. And very effectively, too. It's remarkable how a good (or at least necessary) thing can be made to sound like a bad, limp-wristed thing to do. It's a part of the larger reality of American politics that our elections are all about form over substance now. The real issues don't matter much any more--all the voters really care about is appearances.
