It depends on the high chair. I took my baby to the store when I got a high chair. My mom and I sat her in a bunch of different chairs and we found the best one that supported her since she wasn't sitting up by herself for very long.

ONLY when they can sit up independently and have good head control. Buckle them in every single time, wiggly babies can get themselves into all sorts of quandaries. Finally, don't use the high chair as a place to confine the baby for lengths of time. Use it for feeding and take the baby out of the chair as soon as meals are done. If they see it as a place to be stuck and frustrated, they will fight going into it and meals.

My son is VERY alert. By the time he was 2 months old he did not want his bouncy chair or swing as much. So I used the high chair. I layed back quite far and so he didnt' have to sit up straight. He was much happier as he was more on our level.
My daughter didnt' use it until around 6 months

if a baby can sit up unsupported, they can safely use a high chair. make sure they are buckled in.
