I sold 2 things to a person and they paid using paypal. I cant receive my money until I send the tracking number. But the problem is, the person wanted International Express Mail. That cost around 30 bucks. She bought the 2 things separately so I would have to pay 60 bucks! I don't even have 60 bucks! Let alone 30! What the heck should I do!?

You are allowed to ship both items together, even though they were purcased seperately. You will need to send the tracking number to the buyer via e-mail and make sure you state that both items are being shipped together.

I often buy multiple items via e-bay or another site seperately and the supplier normally ships all items together, which saves us both money on shipping.

In the future make sure you state that the buyer will be responsible for shipping. As for this time if you have not been paid then simply retract the item from the sale and it is advisable to let the purchaser know that you have done so.

As understand it, she paid $60 for the shipping, but it is included with the sales price and the total is stuck in paypal. You don;t have another $60 to pay for the freight so you can get a tracking number and get the money out of paypal.
Correct?
You should be able to combine in one package and pay less than $60. You should be able to borrow the money from someone, since you could pay it back quickly. Do you have something you could pawn for acouple days?

I don't understand. You can't get to your money until you send a tracking number? The money is in your Paypal account and you can have it transferred to your bank account in about 2 days. That would help you with the shipping cost if you have no money on hand right now.

You normally get paid before you ship. When you ship you get the tracking number and relay that to her at that time.

Did you charge her a flat shipping charge or did you stipulate the shipping would be based on the carrier/method? You should have set your auction up so that she would be covering the cost of shipping. You can combine the two items and send them in one package. That should save money.

If she is buying the items from you, she should also be paying for the shipping, unless your original agreement specified otherwise. If she refuses to pay the additional money for the shipping she wants, see if she will accept a cheaper alternative or if she is willing to wait until you have the money to cover the International Express Mail. Or, you could call off the sale and refund her money.

Normally the buyer pays the shipping in addition to the cost of the items. If you have said you'll pay shipping but they insist on a more expensive shipping than normal, then they should pay the difference. Email the buyer and tell her that if she wants the express shipping, she owes you $xx extra to do that - and that you'll ship the two items together.
