Sexual harassment is defined as "Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when this conduct explicitly or implicitly affects an individual's employment, unreasonably interferes with an individual's work performance, or creates an intimidating, hostile, or offensive work environment."

Title VII in the Civil Rights Act of 1964 covers this. To prevent sexual harassment a corporation has to have sexual harassment training for all employees, have a strict policy against it and enforce it.

Sexual harassment is harassment or unwelcome attention of a sexual nature. It includes a range of behavior from mild transgressions and annoyances to serious abuses, which can even involve forced sexual activity. (Dziech et al 1990, Boland 2002) Sexual harassment is considered a form of illegal discrimination in many countries, and is a form of abuse (sexual and psychological) and bullying.

It has been suggested that the term "sexual harassment" was coined in 1974 at Cornell University, (Patai, pp. 17-19), however, it was the United States Supreme Court confirmation hearing of Clarence Thomas, and Anita Hill's testimony, that brought the issue to national attention in the U.S. For many businesses, preventing sexual harassment, and defending its managerial employees from sexual harassment charges, have become key goals of legal decision-making. In contrast, many scholars complain that sexual harassment in education remains a "forgotten secret," with educators and administrators refusing to admit the problem exists in their schools, or accept their legal and ethical responsibilities to deal with it

Sexual harassment can take many forms. There is verbal, physical, like touching or brushing against someone, and leering, talking about sexual things within someones hearing. Making outright sexual demands of someone.

Basically anything under 'sexual' contact with a person. But it is unwanted. A simple touch on the leg or back can be regarded as sexual harrassment. Not only does it have to be through touch, sexual harrassment is also verbal. Also is someone see's, e.g, your backside, a bystander, anyone, and they did not wish to, that is also sexual harrassment.
So you always have to be on guard with what you do and say because anything can be taken as sexual harrassment these days, even if it wasn't on purpose.

In essence, one of two things:

Quid Pro Quo: Where an employer/co-worker asks for sexual favors or something like it in exchange for favorable action in the workplace. "You give me some of that, and I'll get you that promotion, vacation, office on the corner, you 've been asking about." Or "give me sex or I fire you."

Hostile Work Environment: harassment, speech or conduct that is “severe or pervasive” enough to create a “hostile or abusive work environment” for the person being harrassed and for a reasonable person (meaning, it can't be just you that finds it that way, but a reasonable person similarly situated would have found it to be hostile as well).

Sexual harassment is anything that someone does to you that makes you feel uncomfortable. (in a sexual kind of way, even saying something like, "heyyy thats my girlfriend over there...yeah we always make out," and its an untrue/unapproved statement)

It's up to some interpretation, but simply put, it is unwelcome advances of a sexual nature. It can be verbal, physical or some combination.
