does GA have a Romeo and juliet law?
if so what is it or the rules of it

Not after the recent court case regarding the oral sex with the 17 year old (Wilson) and 15 year old. I don't think Georgia has a Romeo and Juliet law like Kansas, but it does have something similar:
"allowing consensual sex between teens provided there is no more than a three year age difference". The age of consent in Georgia is 16.

No. They do not.
However, they do have some statutes that may apply. Go to your local library & look it up in the Georgia Code Annotated.
