I want to buy a guild wars account off of kijiji, where you meet the seller face-to-face to purchase it. I already own prophecies, and he said he would *wipe out* his account so i can use his access keys. Would that work?

If not, would it work if he gave me all of the boxes and software(including access keys) and i got his account info.

It's not illegal, but it is against Guild Wars EULA. You can't transfer used accounts to a new owner. The original owner has the ability to yank back the account at anytime. Most sellers are just scammers that try to sell you hacked or stolen accounts. Others will allow you to play on the account for a few weeks then they will log a support ticket with Arena Net and claim the account was stolen and get it back.

You can never buy an online MMO account used.

First of all you cannot justifiably report someone for asking a legitimate question. Second, there is a spell check feature right above the text box area where you typed in your... statement. And third, no it's not illegal to buy a used account.

I think it may be breaking the EULA if there is any characters on the account, though. You can go to some of the sites that sell ingame gold and sometimes they sell other things like ectos or shards or whatever. Sometimes they also sell accounts. I've seen them where they sell accounts that they call "New" but they already have lvl 20 characters on them up to a specified point. There's a way around it I'm sure.
One sure fire way to buy an account is to get the owner to have his/her account key reissued. This is simple to do and turns the account into a new one.

Point is, lay off the itchy reporting finger. Your among so many I've see that try to make a report quota or something and people like you need to stop reporting everything YOU think is breaking the rules. You need to read the EULA before you decide it is necessary to report people. Judging by your lack of the obvious, i.e. Spell Check feature, I find it hard to believe that even IF you have read the EULA you would have paid attention to the section which describes this very subject.

There's no way to "un-use" keys. Once they've been tied to an account, they are tied to that account perminently, even if that account no longer exists.

Sounds like the guy is trying to scam you.
