Once, right after 0 and before 2. Or do you mean "How many times does the numeral "1" appear in a list of all the numbers between 0 and 999,000?" I would approach that problem by saying that there are 10000 numbers in that interval that end in 1 there are 1000 numbers in that interval that have 1 in the ten's place and none in the units place. etc. And then I'd worry about eliminating the leading 0's from my count.
