It could be ringworm or fur mites. Take him to the vet.

My thought is that another rabbit is chewing the fur off your rabbit's forehead. Baby rabbits will typically chew the fur off of their mother's face once they get so old. Another rabbit in the same cage may be chewing the fur off of its face. Or your rabbit could be putting its head up next to the cage next door and the rabbit in the adjoining cage is chewing the fur off. That is why I have solid dividers between my rabbit cages.

I'm pretty sure that what is causing the problem isn't mites.

I have been raising rabbits for over 25 years and that is basically ALWAYS caused by another rabbit chewing the fur off.

There is one other possibility, but much less likely. Sometimes a rabbit can rub off the fur on their face if the feeder is set up poorly where their head is rubbing on something in order to get food out of the bowl.

I suggest taking your rabbit to the vet or at least calling the vet and asking someone there for their opinion and advise. Personally, ringworm came to mind as it happened to my sisters cat. The hair fell out wherever there was ring worm. the vet prescribed some cream and the cat is fine.
