Godaddy and 1and1 both offer basic hosting for 3.99 a month.
Registering a .com is an additional 6 or 7 bucks a year.

If you don't need your own .com name and don't care about ads, you can get a GeoCities site for free.

If you're new to web development, I'd go with the free site, get everything the way you want it, and then upgrade to a pay service like 1and1 or GoDaddy.

If you need the site built for you...then it's going to get expensive. A custom built e-Commerce site is going to run you in the thousands. If you don't need something quite so elaborate, I can probably help you out for a nominal fee (depends what you want, but it can go as low as a hundred or two if it's not something that requires a whole lot of coding.)

Not very much to begin with, but if you have more traffic and need more storage space, you may want to upgrade eventually. You'll probably also need to renew ownership every year.

Looking around at http://geocities.yahoo.com/ might be a step in the right direction if you'd like to become familiar with building sites, and there will probably be upgrade options posted as ads while you're navigating the site, so it may be a good starting point.
