My friend have fire bellied newts in a tank with no water, can they live like that?

Fire bellied newts need a land and water combination terrarium to live happy and more important healthy. they will live but not for long.

The newts, like other amphieians, need water otherwise they will dry up.

No. Most newts are semi-aquatic.
